TABLES - CFITSIO update #5

CFITSIO code in the package should be updated to v3.49. This also removes any NR-problematic code.

The CFITSIO code imported into st4gem$lib/tbtables (we don't use TABLES directly) was updated to v4.2 even though it isn't currently used. CFITSIO may be used for reading FITS tables sometime in the future, updating the version resolved Numerical Recipe issues in the eval.y source.
