Cleaning up #11

Edits to initial commit to reflect current Noisebridge policy.

The initial commit was more or less a copy from the wiki, including the occasionally-flowery language. This definitely streamlines some things but it also removes substantive content like the fact that twelve-week-old applications should be discarded.

I think that this is trying for some of the same things I'm trying in #4. Obviously, this proposal doesn't include the “only members can join the council” suggestion. What do you think of the other cleanup I've proposed in #4?

I am trying to cut out cruft from the wiki, and only move lines from https://noisebridge.net/wiki/Consensus_history into bureaucracy. The wiki is a great place for flowery language, I prefer to keep the policy manual simple.

Closing this and dueling PR #4 so that @kevinjos and I can work out common rather than conflicting language.
