Create a community working group #13

Noisebridge doesn't have a good way of dealing with interpersonal conflicts, incidents of harassment, or proposals that folks be excluded. Several of us have proposed a community working group to deal with these sorts of issues. I've been working on a plan for one and I'd like to hear other folks' suggestions.
