We should add a robust reporting process and enforcement pledge to our anti-harassment policy.

As part of our reporting process, some of us should get training on how to deal with reports of harassment. We should designate these people as trusted members of the community to whom harassment should be reported. An email address specifically for these reports should only deliver mail to people who are trained in this way.
