Harassment includes ... harassing photography or recording ...

This is entirely unhelpful in determining what sort of photography or recording is inappropriate.

I think that's going to have to come from someone with much more insight into the local interpersonal politics and traditions than I (a first-day newcomer) have. Sorry for identifying a problem and not having a solution :(
