wiki extensions -- link shortener & graph #406

This PR adds an extension to update shortlinks on save. https://www.noisebridge.net/wiki/Nb.wtf, built from gh:audiodude/nb.wtf.

It also add Vega graphing from mw:Extension:Graph, and its dependency mw:Extension:JsonConfig.

It would be nice to get our wiki install fixed up so these extensions are installed by Ansible. It seems like these are currently being hand-managed.
