Adds control panel feature upgrades

This PR adds in @rizend's new features for the Earl control panel. It is an extension of prior commits, so you should compare to the branch from the Extends open hours PR, NOT to the current NB master.

NOTE: This should be merged only after Extends open hours

New Features:

• Doorbell can be opened within 120 seconds of being rung, instead of just 75 seconds
• Keypad buttons 4-6 now can be used to open various door locks without there being a bell (good for when people haven't yet re-rung the downstairs bell b/c they don't know about the time limit)

This looks good, but make sure to leave out the door-opening time-change patches, as they are discussed in the previous change. Other than that, I am fine with this change
