The spec mentions calls the functions of the key encapsulation schemes GENERATE_KEM_CIPHERTEXT and KEM. However, most post-quantum crypto schemes follow the convention of calling these functions ENCAPSULATE and DECAPSULATE.
Why does the spec choose to use the other names instead? Would it not be clearer to adopt the {en,de}capsulate names?
