[x] Bib time should be exactly 4 characters in entries field.
[x] Bib time should be left-padded with zeros if not 4 characters in length.
[x] Bib time entries longer than 4 characters will be trimmed.
[x] Apply best-effort handling of input (with and without colon characters) to store and display time in an "HHMM" format.
[x] Increment version.
[x] Update Form Information help text.
[x] Update Readme.
