Bugfixes for v2.1.4 release candidate

• [x] Fix bug where an entry similar to "908" would return "2308".
• [x] Fix bug where automatic time entry would be wrong if current time was earlier than 10 a.m.
• [x] Properly close if-then statements in time string handling functions.
• [x] Tidy up functions not properly indented.
• [x] Test against mock server.
• [x] Test against Winlink Express.

This branch/version includes v2.1.3 RC features: validation and best-effort fixes to bib number and bib time entries, CSV formatting, and Help text updates.
