Cleaner is an optional DANM component, watching for signs of unusual activity happening in a DANM cluster.
As the name suggests, Cleaner will free up any dangling DANM IP allocations, and objects.
Such "dangles" can happen during various outage scenarios, where Kubelet fails to properly call CNI_DEL.
