Give up on using setuptools:

allows to add python- prefix
solves problem with files section containing virtualenv paths as well as undesired dependencies
removed test package from setup.py

Fix the robustness of deploy scripts

Resolves #20 Closes #21

New changes:

verbosity flag fixed (so that -vvv doesn't reset it back to WARNING)
deployment now checks the version and for xx.yy.zz tags publishes to main component (Debian) and stable (Yum) folder, but dev/dev otherwise (e.g. dev or RC releases)

A quick test build (on a side branch) went fine so - merging in (and praying!)
