Member's Skill Bars #22

Scale the skills bars so that there's a noticeable difference between members.

The more I think about this, the less sense it makes to rescale the bars. I think it would make more sense to have rushees start off with a wider range, perhaps all the way up to 100% in rare cases. I don't think it's necessary to the game to have rushees get better since the focus needs to be on strategy (relative skills).
