Your mac lack of Command Line Tools, go to https://developer.apple.com/download/more/ download the “command line tools” and install, and you will fix it.

Thanks @QinYaffeei -- your suggestion solved the issue for me (macOS 10.11 el capitan)

I faced the same issue while installing nokogiri, Installing with system libraries ( gem install nokogiri -- --use-system-libraries ) solved it
