Topspin 4.4.0 submit holder does not work #132

It seems that TopSpin 4.4.0 has broken IconNMR external setup and does not take in SUBMIT_HOLDER command. Topspin 4.3 works fine. No work has been done around submission files recently. Hence, I assume that the problem is on Topspin side. Let's see if it gets fixed in the next version before I start to chase it.
