If this sample blog app can't be installed on a live or test server, how does one get to run and try it out on local server or live?

You should check out TriTan CMS @ https://github.com/parkerj/TriTan-CMS

Make sure to download from the develop branch and not the master.

I only saw master branch, no develop branch. Plus, what's the difference between the Liten Blog and this TriTan CMS??? Is it built on Liten or what??

It is built on Liten. Two differences:

1. Liten blog is dead, but hasn’t been taken down yet.
2. Liten blog used MySQL, TriTan uses json db.

OK. I have sent a mail to the email you provided many hours ago. Please kindly check and revert. What I really need is the default sql file that is migrated to the database on installation of EduTrac SIS. I am unable to install it, and I've be glad if you could send me the sql file.
