Specify Trunk and commitlint dependencies in package.json to pin version
Configure direnv with .envrc file to add node_modules/.bin to path
Enable commitlint plugin in trunk.yaml to fix broken behavior (ref trunk-io/plugins#62)
Adopt .shellcheckrc file by moving it to root of project
Add VS Code Trunk extension config to devcontainer.json
