Renamed the "test" folder to "locationserver" since it was housing locationserver stuff used for testing and this clears up the "test" folder name from causing any confusion with testing the project.
Also relocated the locationserver specific files inside and gave it a requirements.txt and a readme.md
removed the websockets from the main requirements.txt and relocated it into the locationserver requirements.txt file.
We will need to validate the docker stuff still works, I don't use docker, but from what I could tell there was nothing specific to needing to be in the project root directory.
