Add few constants and a helper function #14

Add helper function compile_packet() to prepare packet frame
Add PACKET_SIZE and DIR_{OUTPUT,INPUT} constants and apply where applicable
Now GPIO_*_Output() internally uses GPIO_*_OutputMode()
Add few docstrings
