[Bug]: witch, vindicator and evoker don't feel fear near the WS

Describe the bug

As the title says, I have made sure they are not on the fear blacklist. They should be afraid when WS comes, not ignore it like enderman. Please forgive me if I guess wrong.

Steps to Reproduce

1. check blacklist to make sure witch, vindicator and evoker are not on it
2. spawn the WS
3. let WS enter phase 4 or above
4. spawn witch, vindicator and evoker
5. found out they don't run away when WS comes

This is intended (They used to run like normal) but it was changed to make it seem like they're standing their ground, though given the recent showcases of their interaction with the creaking it may be reverted
