Is adapter-qqguild accepting new pr?

参考adapter-onebot就是这么写的 以及我本地测试之前的写法把非at消息也识别成了tome消息 （但是我debug好久没看到在哪被设置的to_me = True

当机器人被at的时候就会是true，判断函数在 https://github.com/nonebot/adapter-qq/blob/2b681c394c1dcce51811c706e24e98bbd0b66ed8/nonebot/adapters/qq/bot.py#L90-L162

我本地测试非at也会被识别为tome 测试过了在子频道里回复或不回复，at或不at，都被判断为tome
