TNU Encumbering Items #20

Need to add descriptions for items in TNU that count as encumbering.

Also need to add Encumbrance limit notes for TNU characters: 4 + Health Modifier (-1 for Halflings).

Take note for "large encumbering" items as well!

Hacked by adding enc values to more items and noting Enc formula for HEA on the tnu data. This is a bit of a weak work-around, but works well enough for now. Adding classes like the Halfling may be a bit weird with the conflicting data, but that's as much as I feel like putting into this feature for now.
