Update time config return error and getting server is down #4009

Environment info

Actual behavior

  1. Error: /etc/init.d/rsyslog restart exited with error Error: Command failed: /etc/init.d/rsyslog restart A dependency job for rsyslog.service failed. See 'journalctl -xe' for details.

Expected behavior

  1. Time updated successfully

Steps to reproduce

  1. Send rpc request or change time: core.rpc.rpc:: RPC._request: response ERROR srv cluster_server_api.update_time_config params { target_secret: '05d99f37', timezone: 'Asia/Tel_Aviv', epoch: 1513009464 }

@YuliaKovalenko Does not seem to be reprod with the new version, might be related to the rsyslog fix on the platform. If happens again please show me
