[DOCS] Write down the environment used by the developer in ReadMe. #22

Please make sure that this is an issue related to Documentation Issue of THE-CROSS

Which part of the document is the problem.

The executable environment is not specified within ReadMe.

Why do you think it is a problem?

Since the execution environment is not specified within ReadMe, it is not known in which environment it operates. At least, it is judged that it is necessary to specify the developer's computer specifications.

How would you like it to be changed?

At least specify the environment used by the developer within the ReadMe file.

Why did you think so?

This is because many users basically read Read Me first. If specified within ReadMe, users will be able to know what environment this project is working well in.

The Development & Test environment added in development branch it will be merged soon
