Rewrite the getting started section.

What changed?

• In this PR I rewrote the getting started section of the docs, and configured the corresponding index file.

Rationale

• Going through the installation process seemed lengthy, mainly due to verbose instructions, which were sometimes repeated. So I tried to consolidate information and reduce the amount of reading a user would have to do in order to get started.
• I created 1 getting started file from the "prerequisites" and "install and configure" files.
• I also moved things around in the sections that spoke about making PRs, and placed the permissions section before the instructions for making PRs.
• I also edited the index file accordingly.

How was it tested?

If it was manually verified, list the instructions for your reviewers to follow.

These are suggestions, I have not tested how they would render on the website yet. I have to figure out how to run the rendering locally, or maybe there is a process in place.
