Finish P25 support #1

Right now, only SmartZone is supported. P25 support needs to be ported over.

If there is anything I can do to help you let me know. I don't know go, but i do live in a area with p25 phase 2 systems.

I am interested in helping with this, considering that Seattle has finally moved to PSERN. @ap0 If you want to have some sort of meeting or something to talk about what needs to be done for this, I'll find some time to work on it. I'm interested in learning more about DSP and writing code for SDR's, and this seems like a good opportunity to do that!
