Support for ignore border of modified lines

The ignore border for modified lines is currently not supported and highlighted with the same default Darcula colors instead. This will be changed to use nord13 for the background by adding the IGNORED_MODIFIED_LINES_BORDER_COLOR editor scheme key to the editor color scheme.
