Description

This PR includes these major changes.

.github(Fedora): Add docker build flows for Fedora
.github(macOS): Fix condition to notarize and deprecated set-output
Implement in-tree build
cmake: Move generated files under build directory
.github: Update versions of reusable actions

CI will test.
