Summary:

Add Ubuntu Jammy to the list of libpointmatcher suported version ie: update all build matrix and all doc

• Youtrack task NMO-508
• GitHub issue #552
• NorLab TeamCity build server (require vpn access):
  • Jammy failing bleeding edge build pre release 1.4.0: LPM build #14
  • Jammy passing bleeding edge build post release 1.4.0 : LPM build #17
