Annotating content not directly expressed by a natural language sentence #39

Sometimes we need to annotate some content that cannot be directly associated with a natural language sentence (see "in other cases" in Article 31 of my IS theory)

@terezanovot @matteo-si This requires major changes to the annotation tool and also some brain-storming of what exactly to do. Both are beyond the tutorial milestone. I suggest the following quick-fix - if required double the text or add more text so you can annotate what you want.

i wonder if we could add "comments" to the legislation, and then annotate the comments?
