chore(root): added circleci config

Description

Updated 15-9-2018:

• Added CirclCI Config for greenkeeper
• Added test
• Added husky precommit build trigger. When we make changes/releases we make sure we don't forget to build, else no changes will persist when people upgrade to the new version
• Moved to babel 7
• Added eslint/prettier

Circleci config is needed to for greenkeeper + CI

Notice the testing command - I'll add this in another PR (dropping this here for reference: https://glebbahmutov.com/blog/unit-testing-cli-programs/)
