Add vuejs template for base dapp.

Motivation and Context

It was many requests about vuejs in starter kit, so.

How Has This Been Tested?

Handmade tests with creating template from yarn start and select vuejs, so launch it after yarn start in new dir and it works in nOS-client

@punkkk it still has all the create-nos-dapp and react files in there, could you please create a new PR to the template/vue branch that only has the files from packages/vue in it?
