[New Model] VHRED Retrieval model #4

We already have Dual Encoder retrieval model, but the responses given by Rosemary in Ethics paper seems pretty good. can we quickly add the existing vhred model? (should be straightforward)

the existing VHRED is a generative model, although we could use it as a ranking mechanism and rank a set of candidate responses in order to make it retrieval..? Also, I don't have a VHRED model trained, I always worked with HRED (bcs of time constraints :/). We need to ask Prasanna if he has one, or Mike, or Peter, ...

@koustuvsinha turns out, according to Rosemary we need the entire repo bcs "Vhred model don't allow interactive interface" But I'm not sure thats a valid reason... I will try to find time to look into that, but I also feel like the ranker is at higher priority at this time...
