Optionally notify if first time spawning with custom items in current session #12

In case a player forgot that they assigned a custom weapon to a slot on a previous connection, I'd like to support notifying the player of what weapons they've selected when they spawn in the first time as that class.

This will probably be delegated to a plugin outside of core.
