Node security fixes and circleci cleanup #428

To follow up on the updates in #418 I cleaned up the build a little bit, updated to the latest released versions of Node (as of yesterday), and store the built css in CircleCI for easy viewing/troubleshooting.

👋 @trezy / @BcRikko, or someone else in nostalgic-css/nes-css who is able to approve; when you get a chance are you able to review this?

It's been open since June and I'd like to get it merged soon.
