Relay Pools #1034

We need a way to create, manage, join and part relay pools over Nostr without DNS as requirement. Relay pools may be managed cooperatively, privately or non-profit.

Like using IP directly? wss://ip should work

Publisher publishes events, and subscriber/client fetches subscribed events from the publisher. Maybe UDP or Queues

Technically but no because SSL requires domain names AFAIK 🙃
