Add a FAQ for what to do if signing certificate is expired #368

Currently, Notation does not support Time-stamping, see feature request https://github.com/notaryproject/notation/issues/838, so before this feature is supported, users will meet the problem that signing certificate is expired, in this case, users need to rotate keys/certificates before they are expired, and re-sign container images using new keys/certificates. We need to document this, so that users can know what to do before Time-stamping is supported.
