Create a how-to document for timestamping feature #404

Version 1.2.0 of Notation will introduce a timestamping feature, and here is a request for a how-to guide on how to use this new functionality.

per comments in https://github.com/notaryproject/notation-go/pull/429#discussion_r1715963343, this document should call out that currently timestamps are not used for revocation checking scenarios.
