Create a Github team for managing the repository #2

We should create a GitHub team to manage the repository after #1 is approved.

@toddysm https://github.com/notaryproject/notation-action/pull/1 is approved and merged. So we created a GH Team @notaryproject/notaryproject-notation-action-maintainers and invited maintainers to the GH Team accordingly. We will close this issue as it is completed.
