Per the comment in PR https://github.com/notaryproject/notation-go/pull/429#discussion_r1715963343, this issue is to track the work on using timestamps to validate revocation effective time for notary.x509 signatures.

This issue https://github.com/notaryproject/specifications/issues/309 is also related.
