Improve the release check list #1028

What is not working as expected?

There are some steps to finish a complete release cycle in the release check list, such as update the CI/CD solutions (e.g. Notation GitHub Actions/ADO), package managers (Winget, Homebrew), documentation, etc. These should be added to the release check list.

What did you expect to happen?

These missing steps should be added to the release check list.
