This along with Signature revocation has been defined in the notaryproject specification already in Alpha-2. Refer https://github.com/notaryproject/notaryproject/blob/main/trust-store-trust-policy-specification.md

Need to check what is remaining open in this

@toddysm , @vaninrao10 , @FeynmanZhou , @yizha1 - Based on RC-2 discussion in today's Notary v2 meeting, I am pushing back this item from the RC-2 roadmap into the backlog.
