Create v2.0.0.alpha-4.MD release notes #65

Proposed release notes for the overall "Alpha-4" system release of Notary v2. There will be individual release notes created for the Notaryproject, Notation , Notation-go, and Notation-core-go as well.

We should wait until the actual releases are out for all three repos to make sure the links match. @iamsamirzon - you also need to fix DCO

Agreed. I am making changes as I go along, but will push the PR once the actual versions are available.
