Audio error in Dragon Quest Monsters: Caravan Heart #3

I'm playing the fan translation. The audio for text printing on the screen sounds pretty rough esp. compared to other cores.

You mention 'other cores' - are you playing via gpSP in RetroArch? If so, you should raise this issue on the libretro gpSP repo, not on this one, which is for the standalone ARM version.
