Can't put the pictures where I want them on two project sheets (see description) #645

Example below from ASB North Wharf S0910004:

This project has 3 project sheets - main, basebuild and workplace: image

I want the image from the bottom left of the workplace tab to appear on the bottom right of the main tab - there is currently no way to do this (see pictures below for explanation): image

This can be done by extending tags to allow a -X suffix on tags where X ∈ {1,2,3}. If the ordering hint exists it takes priority in assigning the order, and if it doesn't or there's a tie then the ranking we're already using takes over.
