Issue

After ⟨ՈՒ⟩ and ⟨ու⟩, a diaeresis is placed above the first letter, but it should go above the second letter. (The glyphs for these digraphs cause bugs and seem unnecessary. Why not just use one glyph per letter?)

Looked at this issue and diaeresis still misplaced in NotoSansArmenian (ttf and otf)

I believe the reason they are not using one glyph per letter is because Armenian orthography treats ու as a simple digraph of ո (o) + ւ (w) and not as a separate letter. It is the 34th letter of Armenian alphabet . https://en.wiktionary.org/wiki/Appendix:Armenian_script https://en.wiktionary.org/wiki/%D5%B8%D6%82.

Regarding the issue with aligning U+0308 (According to Armenian native speaker and little research) ՈՒ (U+0548 + U+0552 ) and ու (U+0578 + U+0582) never appears with ̈ (U+0308) on the top of them. I do see there is a top anchor on Ո/ո part which explain why U+0308 placed above them, but since I'm not language expert and could't find any official document regarding if this combination ever need a top anchor or not. I think we will need a language expert opinion if realigning the anchor on the top of Ո/ո is necessary.

This bug is still present in Noto Sans Armenian 2.008 and Noto Serif Armenian 2.008.

I tried to fix this by copying the anchors from the individual glyphs onto the digraph. But of course there is no anchor on ւ. To properly fix it, I would have to know whether the dieresis on ւ should appear over the stem or over the centre of the glyph, and I'm pretty sure the answer is "the dieresis does not appear on ւ at all".

Yes, the diaeresis does not appear on ⟨ւ⟩. It’s okay if the diaeresis isn’t placed properly on that letter, but it shouldn’t be placed so misleadingly on the digraph. A solution would be to remove the anchor points from the ligature glyphs.
