Balinese required ligatures use 'liga' #11

Issue

Noto Serif Balinese uses 'liga' for required ligatures where it should use a feature like 'rlig' or 'blws'. 'liga' is for ligatures that should be on by default but may be disabled by the user.

This has been fixed somewhere along the way, and they now use rlig.

Ack. This wasn't fixed, because I was looking at Sans, not Serif. But now it is.
