Issue
Cakra (or RA conjunct) in Noto Serif Balinese has various issues shown below. Left images are what current Noto Serif Balinese uses, right images are my edits.
1) The width of the cakra should follow the width of its base characters, so there should be several forms of cakra to be used in various glyph with differing widths. Currently, there is only one form of cakra which is rather short and thus may cause considerable confusion with the WA conjunct.
2) Third level cakra is incorrectly shaped. The correct shape has been pointed in issue notofonts/balinese#3
3) Due to the incorrectly shaped third level cakra, it cannot be use with below base diacritic suku and suku ilut.
