Tedung in Noto Serif Balinese has various issues shown below.
Tedung in Noto Serif is strangely shorter than the base character. Normally, the x height of Tedung is identical to the x height of the base characters. The glyph of Noto Serif Balinese's BALINESE MUSICAL SYMBOL DONG is more appropriate in this regards.
Tedung ligatures in Noto Serif are only available for Wreṣāstra consonants (native Balinese consonants), while in reality Sualalita (Sanskrit and Old Javanese consonants) may also have Tedung ligature. See http://www.babadbali.com/aksarabali/alphabet-c.htm for the full list. While it is not mandatory, it is desirable to have all the appropriate characters with the corresponding Tedung ligature in a complete Balinese font.
