My "RibengUni" Chakma font well rendering this ligature even Chakma complex text and Chakma spell-bound. Here I attached the screenshot for your kind attention.

In ⟨𑄏𑄳𑄠𑅆⟩, is the post-base yyā supposed to touch the base? It touches it in Buvuti’s Keyman screenshot but not in that image of the latest update.
I don't know of any rules about that. If Bivuti or someone thinks it absolutely must then we can adjust.
Source code change https://github.com/googlefonts/noto-source/pull/402 fixed the issue. Issue
When a post-base yyā is ligated with a post-base vowel sign, the base letter does not ligate with the yyā or the vowel sign, even if it would ligate with one if the other were not present. For example, jhā ligates with post-base ei or yyā but not both together.
